Fossil Falls was carved by water outflow from Owens Lake at the time of the most recent deglaciation. The water eroded down through 2 layers of basalt flows. The oldest flows in this group were dated at ~440,000 years BP, and the most recent just 30,000 years BP. The waters carved some fantastic little potholes which were fun to climb around.
