The road along the west side of Lake Tahoe ascends and then traverses a medial moraine that would have formed during the last glacial period when Emerald Bay and Cascade Lake were filled with glaciers. You can see Cascade Lake just above the trees in this picture. You can also see the matching lateral moraine on the far side of the valley.
